Clearing the Blue Blocker

Look at the top row. You have two Red cups, two Orange cups, and two Dark Blue cups.
Tap one Red and one Orange. Get them onto the belt. This clears space in your tray immediately.
As soon as they pass the pour point, tap the Dark Blue cup. Use this sand specifically to target the 28 Ice Block.
Do not waste this blue sand on the sky yet. Focus the pour on the ice.
Once the 28 Ice Block is gone, the Blue Key becomes accessible. Tap it immediately. This will trigger the Blue Lock and open up the bottom-right quadrant of the tray.

Finally, use the Cyan cups for the clouds. These are your "buffer" cups. If the belt is moving too fast and you're about to miss a pour, a Cyan cloud is a large enough target to catch a stray stream without ruining your accuracy.
